Dr. Julie Wohrley, MD, Chairperson
Dr. Julie Wohrley, MD, serving as the Chairperson of the Board of Health, was appointed in 2025. She is a renowned Pediatric Infectious Disease Specialist at Deaconess Health System. She completed prestigious fellowships in Pediatric Critical Care and Pediatric Infectious Diseases through fellowships at The University of Chicago Medical Center and the University of Colorado, respectively. Her extensive training and experience are pivotal in her role at Deaconess Health System, where she continues to provide exemplary care to young patients. Dr. Wohrley’s expertise in managing pediatric infectious diseases significantly contributes to the community’s health, making her a valuable member of the Vanderburgh County Board of Health.
Dr. Mark C. Royer, MD, MBA, Vice-Chair
Dr. Mark C. Royer, MD, MBA, serving as the Vice-Chair of the Board of Health, is a committed advocate for public health in Vanderburgh County. An Indiana native, Dr. Royer’s journey in medicine began with his undergraduate degree from Indiana University South Bend, followed by a Doctor of Medicine degree from Indiana University School of Medicine. He completed his residency in Otolaryngology-Head & Neck Surgery at the same institution and further expanded his expertise by obtaining a Master of Business Administration from the University of Southern Indiana in Evansville.
As the Medical Director of SpecialtyLocums.com, a nationwide specialty surgeon staffing company, Dr. Royer has demonstrated leadership in healthcare on a broad scale. He also practices as an otolaryngologist alongside his wife, Dr. Allison K. Royer, MD, at Family ENT Specialists in Evansville, providing specialized care to the local community.
An outdoor enthusiast, Dr. Royer is a great admirer of Indiana state parks and enjoys spending time hiking or biking with his family. His pursuits in wilderness medicine research and training has earned him Fellow status in the Wilderness Medicine Society, an accolade that underscores his passion for healthcare in all environments.
Through his professional endeavors and personal interests, Dr. Royer exemplifies a deep-rooted dedication to serving and improving his community’s health and well-being.
Margaret Musgrave
Margaret Musgrave is the founder of market research consulting firm Musgrave Analytics, as well as the co-founder by of 501c(3) non-profit Alitas Angels.
Margaret uses her background in venture capital and private equity to boost women-owned businesses across the country. A finalist for Investor of the Year at the 2016 Mira Awards, Margaret focuses on companies within industrial manufacturing, medical device manufacturing, and SAAS.
In 2019, after seeing the flood of immigrants at the southern border, Margaret co-founded Alitas Angels. Alitas Angels serves asylum-seeking children who are processed through the immigration system and left with nothing but the clothes on their backs. Since inception, Alitas Angels has sent thousands of dollars for emergency medical supplies, as well as over ten thousand pounds of needed baby, toddler, and children’s clothing. Margaret currently lives in Evansville, IN, with her husband and two daughters.
Dr. Mark Wohlford, DDS, PhD
Dr. Mark Wohlford, a board-certified Oral & Maxillofacial Surgeon, is currently serving as the Director of Dentistry at ECHO Health Clinic. He previously practiced at Tri-State Oral Surgery in Evansville and has been a prominent figure in his field. A Fellow of the American Association of Oral & Maxillofacial Surgeons and a member of the American Dental Association and the Indiana Dental Association, Dr. Wohlford has made significant contributions to his specialty. He has held various professional committee roles, including chairing the Advisory Committee for Research Planning and Technology Assessment for the American Association of Oral & Maxillofacial Surgeons, and received the Presidential Achievement Award in 2006.
Dr. Wohlford’s educational background is extensive. He earned his bachelor’s and dental degrees from the University of Iowa, followed by four years of specialized training in Oral & Maxillofacial Surgery at Ohio State University. His training covered areas like maxillofacial reconstruction, facial trauma, general anesthesia, bone grafting, and dental implants. Furthering his expertise, he completed a Doctorate Degree in Pathology at Ohio State. Dr. Wohlford also contributed to academia as a faculty member at Indiana University, teaching Oral & Maxillofacial Surgery. His current role at ECHO Health Clinic exemplifies his dedication to advancing dental health and education.
Dr. Maria Del Rio Hoover, MD
Dr. Maria Del Rio Hoover, MD, is a respected member of the Board of Health and Chair of the Infant Mortality Subcommittee. As the Lead Physician at the Center for Children and the Medical Director of the Pediatrics Service Line at Ascension St. Vincent Evansville, Dr. Del Rio Hoover has been a driving force in pediatric healthcare.
Her advocacy efforts have led to several key initiatives, including the establishment of a Ronald McDonald House on the St. Mary’s hospital campus and the development of a Children’s Bill of Rights to ensure consistent, compassionate care. Dr. Del Rio Hoover spearheaded a Physician Directive Quality initiative focusing on painless procedures for children, enhancing their experience during medical procedures.
She has also played a significant role in state boards, contributing to discussions on access to care and funding for specialty pediatrics, and actively participates in community organizations dedicated to children’s causes.
Her colleagues describe her as passionate, energetic, dedicated, and a visionary mentor. Dr. Del Rio Hoover is known for her deep connection to both her patients and their families, often going above and beyond to support them in their healthcare journey.
In her role at the Center for Children, Dr. Del Rio Hoover has realized her dream of improving the lives of children with special health needs and their families. Her relentless advocacy and ability to inspire and unite people towards common goals have made a significant impact on pediatric healthcare.
Ashley Hammer, NP joined the Vanderburgh County Health Department in July 2025. She is an ANCC board certified Adult- Gerontology Acute Care Nurse Practitioner with Ascension Medical Group Cardiology. She specializes in Electrophysiology with focus on rhythm management and implantable device monitoring. She has over 20 years of cardiology experience. Born and raised in Evansville, Ashley has deep roots in Vanderburgh County and a passion for community involvement. She has been an active member of the school council and PTO at her daughter’s local schools. She is often busy chairing and cochairing fundraising events for local charities and schools. She is currently the Secretary of the Feed Evansville Board. She previously served on the board for Vanderburgh County CASA. Ashley attended Butler and USI, graduating with Bachelors Degrees in both Nursing and Health Services. She obtained her Masters in Nursing in 2015. Her passion for cardiac care and community involvement play a central role in her joining VCHD.
