POSITION: Director of Clinical Services
LOCATION: Evansville, Indiana
DEPARTMENT: Vanderburgh County Health Department
• Leadership: Serves as a key member of the executive leadership team, collaborating across Health Department divisions, county administration, and local, state, and federal partners. Provides strategic direction for departmental goals, objectives, policies, and priorities. Leads the development, implementation, and monitoring of strategic plans and oversees all Clinical Services divisions, including STD and Immunizations.
• Policy: Coordinates periodic review of local, state, and federal laws, regulations, and ordinances to ensure departmental policy compliance.
• Spokesperson/Community Partner Outreach: Represents the Health Department at public, professional, civic, and governmental meetings as assigned. Engages with professional associations and community partners to address public health threats, administrative challenges, and emerging needs, fostering collaborative solutions that benefit county residents.
• Fiscal Leadership: Assists with day-to-day financial operations and, in collaboration with leadership and financial planning teams, directs the annual budget process. Ensures access to timely financial data to support strategic planning and efficient use of governmental and grant resources. Conducts financial analyses, recommends efficiency improvements, and assesses current and future fiscal needs, including revenue and fee structures.
• Grant Writing and Reporting: Leads and supports the development of grant applications for Health Department and community-based programs. Identifies, evaluates, and secures funding opportunities; oversees grant reporting and compliance; and collaborates with the Foundation for Better Health and other partners to pursue nonprofit and external funding sources.
• Compliance: Ensures compliance with all applicable local, state, and federal regulations, including accreditation standards and audit requirements. Works with the Accreditation Specialist to maintain PHAB accreditation and oversees compliance with 340B program requirements. Develops and implements standardized policies, procedures, and systems to promote operational efficiency and regulatory adherence.
• Human Resources: Provides leadership in recruitment, retention, restructuring, and workforce development across divisions. Supports supervisors, oversees performance improvement planning, and manages administrative division HR functions. Promotes a positive, inclusive, and high-performing workplace culture grounded in professionalism, collaboration, equity, and continuous improvement.
• Management/Supervision: Provides direction and support to division leaders and supervisors, ensuring alignment with public health priorities, staffing, and budget considerations. Supervises executive- and management-level staff, supports professional development, and maintains a strong leadership presence with an open-door approach.
• Development: Identifies growth opportunities and priorities in collaboration with leadership and staff. Supports employee advancement, celebrates achievements, and works with senior leadership to expand fee-for-service revenue while ensuring compliance with grant and contract requirements.
• Qualifications: Bachelor of Science in Nursing (BSN) and Registered Nurse (RN) licensure preferred. Master’s degree (MPH, MPA, MSN, or related field) strongly preferred. Minimum of five (5) years of progressive experience in public health, healthcare administration, or a related field, including at least three (3) years of supervisory experience managing programs, staff, and resources.
• Knowledge: Extensive knowledge of public health administration, policies, and practices; state and local public health laws; epidemiology; disease prevention; health equity; and social determinants of health. Demonstrated understanding of financial systems, program evaluation, quality improvement, emergency preparedness, and accreditation standards. Familiarity with electronic medical records, community health systems, and multidisciplinary collaboration.
• Skills: Strong written and verbal communication skills; public speaking and facilitation expertise; computer proficiency; and demonstrated success in funding development and partnership coordination.
• Abilities: Proven ability to lead diverse teams, manage complex programs and budgets, analyze policy impacts, and adapt to changing public health priorities. Demonstrated commitment to health equity, organizational development, strategic thinking, and effective collaboration across agencies and communities.
• Licenses/Certifications: Valid Indiana Registered Nurse license and/or Field-related certifications preferred.
• Physical Requirements: Primarily sedentary position utilizing standard office equipment. Workspace accommodations available. Occasional travel required.
