POSITION: Public Health Nurse 1 – Clinic Nurse

SUPERVISOR: Supervisor of Clinical Nursing
STD Clinic:
- Registers patients including assigning number to ensure confidentiality of testing and medical records, obtains relevant personal and demographic information and updates medical records as necessary.
- Conducts diagnosis and treatment procedures, including performing physical exam, initial evaluation, and screening for allergies.
- Performs phlebotomist services.
- Consults with Health Officer, if indicated, referring patients to specialist if recommended.
- Diagnoses, treats and completes follow-up activities including explaining disease, lab results, how disease is transmitted, issuing treatment guidelines and establishing follow-up appointment schedule.
- Completes case detection activities, interviewing for exposure history, counseling, referring, educating and initiating contact follow-up cards.
- Conducts primary HIV AIDS pre-test and post-test, counsel’s clientele by educating about the behaviors that put them at risk for infections, and maintains confidential records.
- Implements infections control procedures including disposal of body waste products per written protocols.
- Develops, recommends and initiates new methods of presenting and interpreting health related information to community.
- Promotes awareness of and interest in departmental programs among civic and community groups, target populations, and news media through educational workshops, and public speaking engagements.
- Supports and assists other Health Department programs, clinic and resource agencies.
- Identifies need for public health related research, and initiates, contributes to, or participates in studies, as required.
- Attends continuing education seminars, conferences and meetings to maintain awareness of new techniques in nursing field.
- Maintains and updates accurate records and files and ensure confidentiality and prepares appropriate reports as necessary.
- Assists in orientation of new employees and evaluation of performance of precept student nurses.
- Provides referrals to agencies giving advice or services that individual needs but which are not provided by STD Clinic.
- Providing education and community engagement while working Health Fairs and providing information on Immunizations, STDs, and other communicable diseases.
- Performs related duties as assigned.
Immunizations Clinic:
- Assists as needed with input on immunization data into the CHIRP program, and printing and submission of monthly and annual reports.
- Input and monitoring of vaccine inventory. Refrigerator temperature checks and documentation twice daily.
- Ordering vaccine when needed to maintain vaccine stock at all time.
- Monitoring and stocking of all immunization supplies updating and printing education materials as needed.
- Maintaining and reporting vaccine waste, and other mandated reports.
Tuberculin Skin Testing:
- Administers and interprets tuberculosis screening tests.
- Providing Directly Observed Therapy to patients with LTBI and TB Disease.
- License to practice professional nursing in the State of Indiana, as a registered nurse. Bachelors of Science in Nursing preferred.
- Thorough knowledge of and ability to employ the full range of accepted practices and principles of professional public health nursing.
- Working knowledge of general public health laws and regulations, and specific understanding of County Health Department policies.
- Ability to effectively communicate with patients regarding medical conditions and medical nursing procedures.
- Ability to effectively educate a wide range of individuals in public health practices and department programs.
- Ability to interpret and follow general instructions and perform effectively with minimal supervision.
- Ability to operate a motor vehicle.
- Ability to maintain confidentiality of medical and investigation records.
- Ability to deal with people of various socio-economic backgrounds in a non-judgmental manner.
- Ability to follow all personnel policies and rules of the organization.
- Incumbent performs a variety of nursing duties aimed at the education and care of patients with diverse backgrounds and varying degrees of health, following well established nursing practices and procedures.
- Some independent judgment is exercised in determining the procedures most applicable to particular individuals and situations.
- Incumbent applies the accepted principles and practices of professional nursing, following standard physician’s orders and department policies, to individual situations and cases. Direct supervision is minimal, with work reviewed for soundness of judgment and adherence to general policy.
- Incumbent maintains contact with department staff, patients and their families, special interest groups, community members and professional peers for the purpose of rendering health care services and promotion and explanation of department programs.
- Incumbent performs a full range of nursing duties aimed at the education and care of community members and patients with diverse diagnoses and varying degrees of illness, following generally accepted nursing practices and procedures most applicable to particular individuals and situations.
- Incumbent performs duties in a modern office environment with no unusual physical demands.
